Garden Valley, Stewart Pkwy work to start
ROSEBURG, Ore. – Roseburg drivers should expect delays or use alternate routes when roadwork and sidewalk ramp replacements begin on a key stretch of Garden Valley Boulevard Monday, July 28, and then continue on Stewart Parkway.
Heavy daytime traffic and delays are expected on weekdays during a month-long project to replace sidewalk ramps and later repave the roadway on a three-block section of Garden Valley Boulevard from Mulholland Drive to Fairmount Street.
Just east of Interstate 5, eastbound traffic will be funneled into one lane from Monday, July 28, through Saturday, Aug. 16, and westbound from Monday, Aug. 18, through about Thursday, Aug. 28. While road crews are expected to work from 6 a.m. to 5 p.m. Monday through Friday, one lane will be shut down 24-7 first in one direction, and then in the other.
“Expect the heaviest traffic during the day, particularly when people are going to work or coming home, around 8 a.m. and 5 o’clock,” said Roseburg Public Works Department Civil Engineer Jesten Brenner, the City’s project manager. “There’s going to be heavy traffic when it’s happening. So if you can use, alternate routes.”
The center lane will remain open for turning. Drivers and pedestrians are asked to watch for lane-closure signs and use caution when traveling through work zones. Sidewalks will be closed when ramps are being replaced. Pedestrians will need to use alternate routes and follow temporary signage.
In late August, moderate delays and increased traffic are expected when the project moves to Stewart Parkway between Garden Valley Boulevard and Renann Street. Sidewalk ramp replacements and paving will be done from Thursday, Aug. 28, through Monday, Oct. 20.
Paving on both sections of roadway will take place overnight in mid- to late-October. Businesses on Garden Valley Boulevard and Stewart Parkway will remain accessible and their driveways will remain open throughout the project.
The Roseburg Public Works Department hired Roseburg contractor Guido Construction to replace 25 sidewalk or “curb” ramps and then repave and restripe the roadway. New striping on Stewart Parkway will allow for a wider bike lane. Nine sidewalk ramps will be replaced on Garden Valley Boulevard and 16 will be replaced on Stewart Parkway.
The Public Works Department wanted to make roadway improvements and, in the same projects, will make the ramps compliant with Title II of the Americans with Disabilities Act.
“The intent is to improve sidewalk ramp accessibility and improve the pavement conditions in both construction areas,” Brenner said. “It’s going to be really nice when it’s done.”
