Business Registrations

Thank you for your interest in starting a business in the City of Roseburg.
We’re excited to introduce our new OpenGov registration portal, designed to streamline your business setup process.

Who Needs to Register?
Any individual or entity that provides a service, product, or trade for payment within city limits must register. Before you sign a lease or purchase property to start your business, please review the information provided. Starting a business requires preparation and collaboration with the City and/or County. The information provided is designed to help you better understand the requirements and begin preparation for your new business. Registration Details

Fee: $150.00 (non-refundable, one-time fee)
Changes: A new registration is required for any ownership or address change
Payment Options: Cash, check, or credit card (available online via OpenGov)

IMPORTANT NOTICE: Felony Background Check: Please be advised that, in accordance with Roseburg Municipal Code Section 9.100.020, a business registration will be denied if the applicant does not meet the required criteria.

OpenGov Business Registration Application Portal - Business Registration Application

Paper applications are available at City of Roseburg, Third Floor Administration Office, 900 SE Douglas Avenue, Roseburg, OR 97470.

Business Registry Lists (updated monthly)
The Master List includes all active registrations dating back to the original Municipal Code requirement in the early 1980s. Yearly lists are also included within the Master List for convenience.

Don't see a name on the list? There are times when a business name is not filed in an obvious manner. If you use the control key and "f" for “find” you can type in the name or address to help with your search. You are always welcome to call our office to check to see if someone is registered.

Other Permits and Licenses
The following permits and licenses are required to be renewed annually:
Alarm Agent Permit – Roseburg Municipal Code 9.06
Marijuana Dispensaries - Roseburg Municipal Code 9.15
Social Gaming – Roseburg Municipal Code 9.13
Vehicle for Hire - Roseburg Municipal Code 9.08

Door to Door Solicitation
To offer goods or services at private residences, a business registration is required.

Solicitation is permitted during the following times:

10:00 a.m. to 8:00 p.m. from April 1 through September 30, and
10:00 a.m. to 6:00 p.m. from October 1 through March 31.
No solicitation is allowed at any time on Sunday or on a legal state or federal holiday.
