Council adjusts City fees

ROSEBURG, Ore. – City fees for drinking water, storm drainage service and other services will increase on Tuesday, July 1, to reflect increased costs to provide those services.

Following City Council resolutions, the Roseburg City Council on Monday, May 12, approved a yearly update to general fees and water-related fees, and established a new $100 appeal fee for Roseburg Public Library director or staff decisions. Annual fee adjustments are typically made in May.

Notable fee increases will raise the charge to reconnect water service from $20 to $40 and to rent library meeting rooms for everyone but veteran organizations, Douglas Education Service District or the Friends of the Roseburg Public Library.

Library rentals will increase from $25 to $50 per use for the Deer Creek, South Umpqua and Ford Family rooms when the library or Douglas ESD is open to the public. Renting the Ford Family Room when the library and ESD are closed will increase from $75 to $150 per use. Renting Multipurpose Rooms #1 or #2 remains $25. A study room can be used for two hours at no charge on a drop-in basis.

While many fees stayed the same, certain fees will increase 1.85% to 2.2% based on the March Construction Cost Index or CPI-U West index to reflect the increased cost to provide those services. One example is storm drainage service fees that will rise to $9.43 per month (currently $9.23/month). Monthly water service rates will increase to $2.29 per 100 cubic feet, or 748 gallons, while monthly water demand charges will increase to $18.91 for most first-level customers.
